The new sanctions target aluminium, oil exports and banks as European leaders rush to respond to US-Russia talks that have sparked concern for Kyiv's future.

The wide-ranging package will be formally adopted by EU foreign ministers on Monday, the third anniversary of the Kremlin's invasion of Ukraine.
