Russia moves to expand its shadow fleet as Ukrainian intelligence warns of a new hybrid threat to Europe.

The Foreign Intelligence Service of Ukraine (SZRU) warned in a rare statement that the Kremlin plans to inspect and re-flag around 80 oil tankers registered in different jurisdictions, expanding Russia’s so-called “shadow fleet”, potentially helping Moscow to evade sanctions and expand hybrid threats in the Baltic Sea.
