The European Parliament has approved a proposed reform that would allow member states to deport migrants whose asylum applications have been rejected to offshore detention facilities outside EU borders.

Migrant arrivals to Europe have declined in recent years, shifting the focus to repatriating people ordered to return to their country of origin.
